You should have Credit Card with 16 digits to create PayPal account. Even internal Israeli Visa Leumi "Valid only in Israel", MasterCard and other credit cards are acceptable.
Your e-Mail becomes the base address of your account on PayPal. Therefore do not recommend to use eMail on your job. Later you can change or add eMailsses to your PayPal account. Via base eMail you shall confirm creation of PayPal account (to enter code received from PayPal in the first creation steps).

Income to your business account has fees 2.9% + $0.30 and +1% for non-US residents. You can get free HTML-code for button to receive payments via PayPal on your web-site.
It is possible to use this account for payment for wares and services on many other sites (approx.50,000) and auction e-Bay.

WebMoney - Russian Payment System

On this Russian site you can create purse WMR for trade in a rouble zone or WMZ for trade outside of Russia in currency (1 WMZ = $1 US). Procedure of opening of the bill rather difficult, often withdraws on any other sites, from which return on the main site is not stipulated. It demands a lot of "back" operations. The received digital certificates should be stored somehow on the PC and on a diskette, otherwise it is possible to lose access to the purses and the income on them.
It is possible to relate its lowest commission to advantages of this system from all Payment systems known to me (0.7 % seem at reception of payment).
